Homeless-Population Information

HUD’s 2023 Annual Homelessness Assessment Report (AHAR) found that more than 650,000 people in America lack permanent shelters. That represents the most documented homeless individuals since the inaugural report produced in 2007 and reflects a 12 percent increase over 2022. Many times this population is often neglected in this country when it relates to addressing their immediate needs such as housing, medical & mental health services, employment opportunities, career counseling and overall social services. RB2L will strive to fill the void to provide this population with resources for services to help ensure they are not denied their human rights as an American citizen.

AT-RISK YOUTH POPULATION

According to the American Community Survey , about 17% of all children under 18 in the U.S. are in families below the poverty line, meaning over 10 million children live in low-income families below the federal poverty level and are considered at-risk

According to the CDC (Center for Disease Control and Prevention) gun violence is the leading cause of death for African-American males between the ages of 12-19. As of Dec. 7, at least 40,167 people have died from gun violence in the U.S. this year, according to the Gun Violence Archive – which is an average of almost 118 deaths each day. African-American males make up over 12,400 of those deaths per year.

Importantly, gun violence in Black communities is a direct cause and consequence of the systematic, structural disadvantaging of these populations. Research shows that high rates of gun violence seen today have been forged by past and present racial discrimination, including historic racial segregation and disinvestment. As gun violence plagues these communities, it leads to diminished economic opportunities and a lack of investment, creating a vicious cycle. This reality provides not only a strong impetus for action, but also a reminder that solutions to this problem must address the underlying inequalities driving gun violence in Black communities.

According to the National Congress of State Legislators, each year, an estimated 4.2 million youth and young adults experience homelessness in the United States, 700,000 of which are unaccompanied minors—meaning they are not part of a family or accompanied by a parent or guardian. These estimates indicate that approximately one in 10 adults ages 18 to 25, and one in 30 youth ages 13 to 17 will experience homelessness each year.

RB2L will tirelessly strive to create innovative platforms to connect legislators, elected officials, law enforcement agencies, organizations, community leaders, and residents to reduce the many barriers facing our young people.

JUSTICE-IMPACTED POPULATION

A “justice impacted student” is at risk of being incarcerated or has been formerly incarcerated, has had a sibling, parent or extended family member involved in the justice system or has in some other way been affected by law enforcement to the point where such an involvement has altered their life.

Justice-impacted individuals include those who have been incarcerated or detained in a prison, immigration detention center, local jail, juvenile detention center, or any other carceral setting, those who have been convicted but not incarcerated, those who have been charged but not convicted, and those who have been …

In September 2021, according to federal statistics, it was estimated that there were over 70 million Americans with a criminal record, which includes individuals who have been justice impacted in various ways. This number includes not only those who are currently incarcerated, but also individuals who have been released from incarceration and are living with a criminal record. The exact number may have changed since then, so I recommend checking more recent sources for the most up-to-date information.

Many in this demographic often face discrimination that has denied them housing, employment, medical and mental health services, educational opportunities, financial assistance, legal debt forgiveness, career counseling, and overall social services.

RB2L is dedicated to collaborating with legislators, elected officials, law enforcement, and community organizations to create comprehensive effective solutions to help ensure that those who are impacted by justice are not denied their civil liberties guaranteed to them under the Constitution of United States citizens.

To address their immediate needs of those who are justice impacted in this country, RB2L will strive to help provide access to resources for the following: Housing Opportunities Employment, Opportunities Medical, Mental Health Services, Educational Opportunities, Career Counseling, and Social Services.
